Organizational context

 

This position will initially be based in Rome. After 12-18 months, the position will be relocated to the regional IFAD office in East and Southern Africa. The location of the regional office (such as Addis Ababa or Nairobi) will be confirmed soon. Candidates applying need to bear that in mind, as they would be expected to relocate. 

 

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and  advocates at the local, national and international level for policies that contribute to rural transformation.

 

Post's organizational accountability

 

The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD's strategic direction, thematic priorities and technical quality of IFAD's operations. It plays a critical role in providing technical expertise to operational teams to enhance development effectiveness, by generating and disseminating IFAD's development knowledge and evidence on strategic themes, and encouraging innovative application of cutting-edge global knowledge and evidence in IFAD investments to support countries tackles their most complex development challenges in fostering inclusive and sustainable rural transformation. SKD is composed of the (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA).

 

ECG takes the lead in mainstreaming cross-cutting themes of environment and climate, nutrition, gender, youth, and indigenous peoples and all related aspects of social inclusion into IFAD's portfolio, to strengthen the quality of IFAD's operations and achieve improved impacts in these areas in an integrated manner. It is pursuing a new transformation agenda that seeks to integrate IFAD's four critical themes (gender, youth, nutrition and environment and climate) for enhanced results. ECG contributes to the generation of evidence and knowledge on these cross-cutting themes, and facilitates their use in IFAD projects and activities. In addition, it provides guidance and support to ensure nutrition aspects are well addressed and the inclusion of marginalized groups, particularly women, indigenous peoples and rural youth, benefit from IFAD operations.

 

The Social Inclusion Cluster in ECG spearheads IFAD's implementation of its social inclusion and nutrition agenda including, poverty analysis and targeting, gender equity, youth, nutrition and indigenous peoples. It works in close collaboration with other teams in ECG, other divisions within SKD, the Programme Management Department and the External Relations and Governance Department.

 

The Technical Specialist reports to the Coordinator of the Social Inclusion Cluster with overall strategic, policy and management guidance, and supervision of the division Director. S/He works collaboratively with respective ECG technical specialists (both Environment/Climate and Social Inclusion), PMI thematic Technical Specialists, and other staff to ensure consistency, cohesion and synergy in the application of technical advice and provision of programme development support facilitating knowledge flows and building of communities of practices. While the Technical Specialist will contribute to the Fund's corporate objectives and promote learning across all the Regional Divisions, s/he will devote a substantial portion of time supporting operations in the East and Southern Africa Region.

 

Social inclusion of women, youth, indigenous people and persons with disabilities and nutrition are inseparable from IFAD's mission to enable poor rural people to overcome poverty. Gender, youth and nutrition are priority themes for IFAD's operations and indigenous peoples and persons with disability are increasing considerations. These themes are key priorities in IFAD's Strategic Objectives and have been systematically emphasized in all aspects of IFAD operations. They are critical to IFAD's success in supporting the Sustainable Development Goals.

 

Key results expected / Major functional activities

 

TECHNICAL ADVICE: 

The Technical Specialist will provide support to creating a results measurement system and monitoring results to enhance the performance of the environment and climate change portfolio. The specialist will work in a highly collaborative way with other Divisions to achieve corporate level integration of the portfolio management. Under the supervision of the Coordinator of the Social Inclusion Cluster the incumbent will:

 

  • Support the analysis of poverty targeting, social inclusion (gender, youth, indigenous people, persons with disabilities) and nutrition as part of country strategies and projects in order to identify adequate solutions;
  • Develop quantitative and qualitative approaches to targeting in IFAD projects;
  • Support the analysis of targeting using appropriate analytical approaches;
  • Develop and apply metrics for the efficient delivery of social inclusion and nutrition in the portfolio;
  • Support the tracking of the achievement of the portfolio against the social inclusion and nutrition commitments;
  • Collect and analyse data against the results indicators as needed;
  • Apply existing and recognized international methodologies on poverty analysis, gender analysis, youth employment approaches, nutrition approaches and household-based techniques;
  • Enhance the corporate and other formal reporting, including performance reports to the supplementary funds;
  • Coordinate and apply the use of geospatial technology to country, project and portfolio monitoring and reporting;
  • Develop economic evidence to justify social inclusion and nutrition interventions;
  • Enhance technical capacities throughout IFAD and partner teams through trainings and the development of technical guidance;
  • Advance thematic work on poverty targeting, gender equality, youth, nutrition, persons with disabilities and indigenous peoples in IFAD partner countries;
  • Demonstrate operating experience in multidisciplinary social inclusion thematic work streams;
  • Support knowledge/evidence based action leading to positive social inclusion in developing countries and enhance empowerment of poor and vulnerable people in rural areas;
  • Provide technical advice to improve the capacity of IFAD to address social inclusion issues and support policy engagement at national level to facilitate and strengthen the engagement and empowerment of rural people.

 

MONITORING, EVALUATION AND REPORTING:

The Technical Specialist contributes to identifying results to measure and capturing results from IFAD's social inclusion targets in order to enhance country level programme and funding decisions based on accurate technical data. Accountabilities may include:

 

  • Work closely with social inclusion thematic teams to improve its understanding of global evidence, monitoring and tracking of specific thematic indicators agreed upon in the thematic actions plans;
  • Provide advice to track and measure the social inclusion and nutrition thematic indicators and reporting in supervision missions;
  • Analyse regional portfolio reviews and coordinate preparation of social inclusion and nutrition inputs into the RIDE  and ECG annual report while also reflecting global evidence and state of the art thinking in these areas;
  • Assess the quality of project implementation and progress reports to ensure their quality and comprehensiveness of results reporting while indicating what implications they have on evidence and learning within IFAD; 
  • Identify issues related to project progress and provide advice on data collection techniques, evidence generation and evidence use, in the themes of social inclusion and nutrition  while recommending  measures to improve effectiveness of investments (including grants and loans) efficiency  of reporting across the SI themes.

KNOWLEDGE MANAGEMENT: 

The Technical Specialist (Social Inclusion) enhances the development of viable and sustainable policy and project development at the country-level through seasoned technical knowledge sharing for his/her area of specialization. S/He will ensure countrylevel access to the latest sources of knowledge and innovation, strengthen national technical capacity, and establish new knowledge and advisory partnerships. S/he captures and uses more systematically IFAD's field experience to better link impact evaluation to corporate and regional M&E work and integrate impact assessments, M&E and good practice findings into corporate learning opportunities to allow for cross-regional learning. Accountabilities may include:

 

  • Collect, document and report good practices on social inclusion and nutrition;
  • Develop and disseminate knowledge products, operational tools and guidelines; 
  • Prepare How-to-do notes and supporting materials to support project design, supervision and reporting;
  • Assist in impact assessments of selected projects;
  • Facilitate and provide technical support on social inclusion and training, through an integrated approach, to support project staff, national partners, and service providers.
  • Prepare analysis and research to support IFAD's participation in panels, side events and webbased media;
  • Prepare specialized technical reports to increase IFAD's technical competence and contributions to regional and global dialogues;
  • Organize south-south learning workshops to share experiences and knowledge across projects teams, focussing on adaptation to climate change;
  • Produce knowledge products to further develop IFAD's technical tools and to communicate lessons learned and results from the portfolio of projects;
  • Produce knowledge products to support the development of the adaptation portfolio.

 

PARTNERSHIP BUILDING AND RESOURCE MOBILIZATION: 

The Technical Specialist develops and maintains a network of peer contacts inside and outside IFAD to keep up-to-date on activities at the country and regional levels, to support joint advocacy and for knowledge sharing to enhance the Fund's profile as a highly competent and viable partner in development and mainstreaming crosscutting themes into IFAD country programmes and operations. Accountabilities may include:

 

  • Represent IFAD in relevant regional, sub-regional and international events, including those related to targeting and social inclusion methods and metrics;
  • Expand innovative partnerships with development partners to facilitate coherence with IFAD social inclusion and nutrition agenda;
  • Play an active role in resource mobilization efforts for social inclusion and nutrition;
  • Contribute to responding to member requests for information;
  • Play an active role in partnerships that involve gender, youth, indigenous people, persons with disabilities and nutrition including in collaboration with RBAs.

 

Impact of Key results / Key performance indicators

 

Assignments require the provision of seasoned technical expertise and input for the full programme/project cycle as well as in knowledge sharing with peers and counterparts. The work goes beyond technical analysis and synthesis to include substantive inputs to project methodology and design of projects, knowledge sharing among peers and counterparts to enhance cooperation, complementarity and synergy and monitoring and evaluation to measure and report on lessons learned and best practices. The work is considered moderately complex requiring in-depth technical analysis and reporting. Typically operating as a technical specialist at the country or regional levels, the Technical Specialist's work may be reviewed for technical accuracy, but more typically is reviewed for achieving the established work plan.

 

Representation / Work relationships

 

The work relationships of Technical Specialists at this level are primarily for providing technical support to the development and implementation of the portfolio, particularly related to social inclusion. Information-gathering and exchange in support of studies and thematic assignments may also include identifying reliable sources and establishing guidelines for obtaining information on national and sub-regional; conditions and to convey methodological approaches and operational experience for implementation of activities undertaken on behalf of the Fund.

Minimum recruitment qualifications

 

Education: 

Advanced university degree from an accredited institution in the field of specialization, e.g. Agriculture Economics, Resource Economics, Environmental Economics, Natural Resource Management, Geographic Information Systems or related field.

 

Experience

At least five (5) years progressively responsible experience in quantitative and qualitative analysis, research, monitoring and evaluation of the social dimension in rural settings. Experience in fieldwork and international policy frameworks related to project and program development for social inclusion and nutrition is an asset.

 

Language requirements: 

Excellent written and verbal communication skills in English. Working knowledge of another official language (Arabic, French, or Spanish) is desirable.
